بيان صادر عن المرصد الآشوري لحقوق الإنسان حول تدهور الوضع الأمني وانتهاكات حقوق الإنسان في ريف حمص وطرطوس واللاذقية |

يُعرب المرصد الآشوري لحقوق الإنسان عن قلقه البالغ إزاء التدهور المستمر في الوضع الأمني في ريف حمص وطرطوس واللاذقية، حيث تصاعدت بشكل ملحوظ أعمال العنف والانتهاكات المرتكبة بحق المدنيين الأبرياء. ويشير المرصد إلى أن هذه المناطق، التي كانت تُعتبر نسبياً أكثر استقراراً، تشهد اليوم تصاعداً في معدلات الجريمة، بما في ذلك عمليات السرقة والخطف والقتل، فضلاً عن النزاعات المتكررة بين القرى. ويتلقى المرصد المئات من الشكاوى والمناشدات من مواطني تلك المناطق، الذين يعربون عن قلقهم البالغ إزاء الوضع الأمني المتدهور وعجز الجهات المعنية عن توفير الحماية اللازمة لهم.
يشهد المدنيون في ريف حمص وطرطوس واللاذقية انتهاكاتٍ جسيمة لحقوقهم الأساسية، حيث يستهدفون بشكل مباشر، بمن في ذلك النساء والأطفال، مما يخلق حالة من الرعب والخوف في المجتمعات المحلية. تصاعدت عمليات السرقة والابتزاز بشكل كبير، حيث يستهدف المجرمون المنازل والمحلات التجارية والأراضي الزراعية، مما يزيد من معاناة السكان. كما تندلع نزاعات متكررة بين القرى لأسباب مختلفة، بما في ذلك النزاعات على الأراضي والموارد، مما يؤدي إلى سقوط ضحايا وجرحى من المدنيين، ويزيد من دوامة العنف ويُهدد النسيج الاجتماعي. ويتسبب غياب سيادة القانون في تفاقم الوضع الأمني، حيث يشعر المجرمون بالإفلات من العقاب، مما يشجعهم على ارتكاب المزيد من الجرائم.
بالإضافة إلى ذلك، يشير المرصد الآشوري بقلق بالغ إلى ممارسات بعض العناصر المسلحة غير السورية، الموجودة على الأراضي السورية، والتي تتضمن إهانة الرموز الدينية المسيحية، ومحاولة فرض الحجاب الإسلامي على غير المسلمين، مما يشكل انتهاكاً صارخاً للحريات الشخصية والمعتقدات الدينية. هذه الممارسات تساهم في تقويض أسس العيش المشترك بين السوريين، وتؤدي إلى تصاعد التوترات الطائفية والمذهبية. كما أن عدم احترام هذه العناصر لخصوصية المجتمع السوري، وانتهاكها لأخلاقيات العيش المشترك بين السوريين، يزيد من حالة الفوضى وعدم الاستقرار.
وعليه، فإننا في المرصد الآشوري لحقوق الإنسان نطالب بضرورة بسط سيطرة الدولة بشكل فعلي على المناطق المتضررة، وإنهاء حالة الفلتان الأمني. وندعو إلى محاسبة المسؤولين عن الانتهاكات المرتكبة بحق المدنيين، وتقديمهم للعدالة. ونطالب بتوفير الحماية اللازمة للمدنيين، وضمان سلامتهم وأمنهم.
ونشدد في الوقت ذاته على ضرورة وضع حد لممارسات العناصر المسلحة غير السورية، التي تستهدف الحريات الشخصية والمعتقدات الدينية للمواطنين، وضمان احترام جميع الأديان والمعتقدات، والحفاظ على النسيج المجتمعي السوري. وندعو إلى إنهاء حالة الملثمين بين عناصر الأمن، حيث أن ذلك يزيد من حالة الخوف والقلق بين المدنيين.
كما ندعو إلى معالجة الأسباب الجذرية للنزاعات بين العائلات والقرى، ووضع حد لعمليات الانتقام من خلال تطبيق آليات العدالة الانتقالية، ومحاسبة من تورط بشكل فعلي من النظام السابق وتسبب في جرائم ضد الإنسانية، وفق نظام محاكمات عادل وشفاف، وتعزيز المصالحة الوطنية.
في الختام، يؤكد المرصد الآشوري لحقوق الإنسان على أن استتباب الأمن والاستقرار في سوريا هو شرط أساسي لتحقيق السلام والمصالحة، وبناء مستقبل أفضل لجميع السوريين.

Assyrian Monitor for Human Rights: Deteriorating Security and Human Rights Violations in Rural Homs, Tartus, and Latakia
The Assyrian Monitor for Human Rights (AMHR) expresses its grave concern regarding the continuous deterioration of the security situation in rural Homs, Tartus, and Latakia. A marked escalation of violence and violations against innocent civilians has been observed. These areas, previously considered relatively stable, are now witnessing increased crime, including robberies, kidnappings, and murders, alongside recurring inter-village conflicts. AMHR has received hundreds of complaints and appeals from residents expressing deep anxiety over the worsening security and the inability of authorities to provide adequate protection.
Civilians in rural Homs, Tartus, and Latakia are directly targeted, including women and children, constituting severe violations of fundamental human rights and creating a climate of terror. Robberies and extortion have increased dramatically, with criminals targeting homes, businesses, and agricultural lands, exacerbating the suffering of residents. Our monitors have also documented a rise in retaliatory attacks and recurring conflicts between villages and even families, often related to disputes over land and resources. These conflicts result in civilian casualties and injuries, perpetuating a cycle of violence and threatening the social fabric. The absence of the rule of law further fuels the security crisis, as criminals act with impunity, emboldened to commit further offenses.
Furthermore, AMHR is deeply concerned about the actions of certain non-Syrian armed elements present within Syrian territory. These actions include the desecration of Christian religious symbols and attempts to impose Islamic dress on non-Muslims, a flagrant violation of personal freedoms and religious beliefs. These practices undermine peaceful coexistence among Syrians and fuel sectarian tensions. The lack of understanding of Syrian society by these elements, and their disregard for established social norms, further contribute to the prevailing chaos and instability.
Therefore, AMHR demands the prompt and effective restoration of state control in the affected areas and an end to the prevailing lawlessness. We call for the prosecution of those responsible for violations against civilians and their swift delivery to justice. We demand the provision of necessary protection for civilians and guarantees for their safety and security. We emphasize the urgent need to end the practices of non-Syrian armed elements targeting the personal freedoms and religious beliefs of citizens, ensuring respect for all religions and beliefs, and preserving the Syrian social fabric. The practice of masked security personnel must also cease, as it increases fear and anxiety among civilians.
AMHR calls for addressing the root causes of conflicts between families and villages and putting an end to retaliatory acts through the implementation of transitional justice mechanisms. This includes holding accountable those effectively involved from the previous regime who committed crimes against humanity, through a fair and transparent trial system, and promoting national reconciliation.
In conclusion, AMHR stresses that the restoration of security and stability in Syria is a prerequisite for achieving peace and reconciliation and building a better future for all Syrians.
